Offseason Inflated Average Salary?

Is it just me, or during the FA period till October, the salary becomes greater than what it should be?

I mean, its a hassle for me, AND, it makes the AI think it has to trade its franchise players to get under the cap..

Is there anyway to fix this?

The cap is inflated since you didn't get the 23 players limit, the cap is calculated according the 23 most highly paid players.
Some of them are maybe playing in AHL during the season but are in your big team during summer, helping their training (like a highly paid 1st rounder or an AHL veteran) and your 500k roleplayer aren't counted.

Well, that's my theory.
