I think the salary demands tie into the person's reputation and not necessarily their skill. Sometimes I find high quality staff that are relative unknowns but they're very talented.

Salary demands have to do with reputation primarily. The higher the rep the higher the demands. The rank of your league and the position you are offering also come into the calculations.

I'm going with Greg Poss as my first coach. I took over the Islanders (blech!) and fired Scott Gordon. Got Bobby Carpenter as an assistant as well.
Poss came at very little cost, 550k per. He's an American who has done a lot of coaching in Europe I believe.

Lets think example:

I manage Montreal Canadiens, they dont have Head Coach, so i am also Head coach.
I won the regular season, and stanley. Can i get Jack Adams? (Award for best coach)

No.

It's a limitation of the AI. Never really considers you the coach.

You can, however, hire someone but still set everything. THAT coach can win the Adams trophy.

Absolutely. There are some wonderful candidates with "Good" or "OK" reps that have the same stats as those "Superb" candidates. You can sign them much easier (demand is MUCH lower) and for a much more reasonable price. The Superb rep guys are most likely to ask for more money.

And for some reason the AI seems to like hiring guys with the better rep that aren't very skilled. :dunno:
