QMJHL Bottom Teams

I want to create leagues and teams so that QMJHL teams dont just draft from MJAHL and QJAHL teams so kind of wanna make SCTA, GTHL, PAV, ODMHA but for QMJHL... My question is those leagues have a rep of 2 but age limit of 18 but QJAHL and MJAHL have a rep of 5 & 6 but age limit of 20... Is a lower rep better for prospects or higher rep better?

Higher rep = better
Lower rep = worse

If i lower the QJAHL/MJAHL would the players still sign with them after they get drafted by a QMJHL team...

I couldn't say. The only thing to do would be to try it out and see what happens in game.
