Facepack problems on Win 8.1

I recently purchased a Lenovo Yoga Pro 2 with Windows 8.1. I'm biding my time with EHM until FHM matures a little bit more. I was able to get EHM 2007 to work without too much trouble... had to contact eLicense to be able to re-install and had the msvcr71.dll error that I was able to get past.
I'm using the [2013-14] TBL Rosters v6.1 (no CSD Patch) and everything is working fine with the exception that I cannot get any of the player pictures to load... I only have the default graphics. It was years ago, and serveral versions of Windows ago, where I was able to get the player pictures to appear in-game. Other than extracting the pictures into the .../players/ directory, is there something else I'm missing or forgetting?
Also, which utility could I use to change the league association for a team's minor league affiliates? I play as the Flyers and it lists 2 ECHL affiliates, when one of them should be in the AHL. I'm guessing I would want to make any change before playing/using that database at all... to late to update this after playing a couple months into the game, yes?
