Not being able to send 18 year olds to AHL or Juniors.

Surprised to see I had 3 of my prospects on my roster so I was planning to send them down to the AHL. It wont let me do that for some reason though, I have tried putting them on waivers and still they cannot be send down. Any Ideas?
