EHM The Blue Line

I am not exactly sure how the game works at this point. When I scout a player (with high skill judging abilities), they often only come back with their attributes revealed, but the star ratings for current and potential abilities will still not be scouted. Does it take several attempts of scouting a player to reveal this information, or are you unable to reveal certain players?

If the scouts say "limited potential" they have no stars. What are the wording on the scout reports?
