Player Contract offer limitations

I'm heading into my 2nd offseason in my save using the '98 database. I had only one pending UFA I wanted to keep which is Alexander Mogilny. Pre-draft I was going to try and re-sign him, but he said he wants to test the free agent market and if I was in the the offer screen it was showing an 8 millionish offer the board was allowing me.
Fast forward to the offseason, I have about 13 Million in cap space available and along with Mogilny there are some high profile free agents like M. Lemieux, Yzerman, S. Niedermayer, Sakic available and I was obviously interested in one or two of them.
This is where my problems arose, I went to offer them a contract and even setting the player to a key role on the team the max amount I am allowed to offer is 5,019,000 per year. All the top tier guys wanted around 6 or at least 5.5 and unfortunately my offer doesn't meet their expectations.
So with 13 Million in cap space available and set the player's role to KEY, is there anything I can really do??
I would appreciate any feedback or suggestions on how to overcome this.
