TBL v 9.4 scouting and siging recruits in College

Does anyone know the logic behind signing players as a College GM? I am currenty the GM of Western Michigan University in the NCHC and i am having trouble differentiating between who i can and cannot sign. For instance, i can offer a contract to a 19 year old player in the USHL, but i can only scout the same age in the OHL. Is there a region restriction involved in scouting and signing? Or some sort of age restriction?

Any help would be greatly appreciated.

Once a player plays in the CHL (OHL/WHL/QMJHL) they lose their NCAA eligibility so that could be what you are seeing. Those three leagues are Canadian "Major Junior" leagues.

You should however be able to recruit from the Canadian "Junior A" leagues. Leagues like the BCHL, AJHL, CCHL, OJHL, etc are all major pools of recruits for the NCAA. You should also be able to recruit from Canadian prep schools. And every American junior, high school and prep league.
