CUSTOM_LEAGUE::draw_competition() error

Does anyone know what this error message means?
"CUSTOM_LEAGUE::draw_competition() - unable to find all the initial teams (American Hockey League)"
I managed to make a 36 team roster with the default rosters and borrowing some stuff from BKArchitect. The NHL league is fine, but both the AHL and ECHL give me this error, and I've looked over everything and just can't figure it out. I know I created some teams and brought a couple others out of retirement, but I just can't figure this out.
Any help or suggestions would be most appreciated.

Are they all listed in the league structure and set properly on the club screen?

I figured it out finally. I fix the rules under Rules&Structures -- Stages -- Rules. After adjusting those, I now have no problems.
The only issue I currently have is when loading the rosters I get a schedule error, but if I select "Add Key Staff", "Add Players to Playable Teams", "Add Extra Junior Players", "Add Players to National Team Pools", and "Retain All Teams" it loads fine. I can live with that, since I select all those whenever I start a new game.
Now I just have to test it out.

Unable to Draw all Initial Teams (National Hockey League)

So I've made a 60 team NHL.
I put them all into one conference and added 30 KHL teams and switched their status to the NHL. I feel like I've set everything up right, however I get this error 3 times when launching a new game, and there's no NHL teams available for me to take control of.
