Tactics rating for HC

How much does the tactics skill matter for HCs that you let decide the tactics? Is it significant or not much?
Currently in a 2nd straight, not great season (6th in the division currently) finished bottom 5 in the league last season.
Current HC (technique based, prefers direct attacking, no preference for line matching) stats:
CG: 8
CD: 14
CF: 20
JA: 17
JP: 19
TK: 11
AD: 13
DET: 13
DIS: 14
MM: 19
MOT: 19
WWY: 16
Thinking of replacing him with:
(technique based, direct play style, likes to line match)
CG: 9
CD: 16
CF: 15
JA: 15
JP: 16
TK: 16
AD: 15
DET: 16
DIS: 10
MM: 16
MOT: 16
WWY: 18
Who is the better choice?
