Help! Why can't I send Tavares down?

Hello. I recently drafted a whole lot of great people in the 2007 NHL Entry Draft, including Hedmen and John Tavares.
I thought the standard rookie contract was required to be a two-way contract, so I signed all of the ones I wanted to keep to contracts right away.
I want my picks to develop for at least another year or so before bringing them to the NHL, and while I was able to send Hedmen to the AHL, and a couple of my other picks to the ECHL and CHL, I am completely unable to send my main guy, John Tavares down.
As you can see in the included photograph, I only have the ability to send him through waivers, which, as you can imagine, is NOT what I want.
Can anyone tell me of any ways I can send him down without putting him through waivers? I don't want to risk him being taken up!
