Reasons the board vetoes deals?

I get if you're wayyyy over budget or something... but I'm under budget, under cap, and my reserve list is fine... and I've got this SLAMMING defensive prospect that I took #1 overall, he's got like 8 green stats already, and I'm trying to sign him at 925/yr rookie maximum... but my board keeps vetoing the deal for no apparent reason. They are also vetoing another prospect I'm trying to sign. They've both accepted offers from me 4 times in the month of may and I'm running out of time to sign them.

How are your clubs finances as a whole? Are you offering a lot of bonsues? I know it's not upto them, but maybe they feel it'll harm his development. I've only seen it after offering a huge contract that will put me over the cap. I can't think as to why else that would happen?

I was seriously baffled, loaded a save from Febuary (same exact financials, I'm talking 7 mill under budget, 2 mill under cap) and signed all three of my top flight prospects whose rights are going to be expiring...
Really weird.
And no, not a ton of bonuses -- there are a couple of current players getting raises next year... but still.

It could have been the case that you already signed some free agents for the next season.. maybe some guys from Europe who would agreed to join the next year?

Your board would consider that extra cap hit for the next season.

That seems weird. Especially because this is in May. Unless you gave a couple of players substantial raises, it should've gone through. Another reason it might happen could be because you have too many players set as "hot prospect" or "decent young player"?
In one game where I wanted to sign 1st rounder prospect to bring out of juniors and onto my AHL team, but my timing was in July where Free Agency was around. I was significantly under the cap, and made 5-6 offers around 4-6 million dollars each and as such, I could not sign any prospects until I cancelled some of my offers. While I do not have the intention of signing ALL 5-6 players, the board does not know that and takes that into account. They kept on rejecting my deals.
