Why does the computer still offer contracts to players when options like 'set how to renew contracts' is set to none.

I've try a research to find a topic about this but i didn't found anything. The only thing i do in my game is i never go on vacation. Because i know that my computer GM is gonna do some stupid move so, i don't take any chances. Maybe you forgot to set something else in your option.
