Arena Moves with pre game editor

what do the numbers mean in the config file after the arena expansion? I have no idea 
And another thing, on the 'expansion' part on the arena tab, so for example the Honda Center, it's set to '0' does that mean there is no expansion going to happen? and if so what would be the best number to set it to so that random expansions can happen? a -# maybe?
