I've taken a team from Swedish Allsvenskan to Swedish Elitserien and we could really need a new arena. We can't expand the one we got because we don't own it. Is it possible to get a new arena?

No, I think you need to own it to be able to expand. What you can do is edit this before you start to play a team that can be promoted, give them their own arena.
