Can I improve Determination/Work Rate/Influence?

Or is that something that they are born with and will only develop if they want it themselves. I wanted to post here, so I didn't search. Sorry!

If you mean by some sort of practice regime, no, you can't. Mental attributes are pretty much something they're born with. They may develope a bit as the player gets older, but don't count on it.
