How AI Views Player Development/Regression

I know a lot has been discussed for HOW to develop players, but I'm now curious as to how the AI views and values players as the develop or regress/Vopatize and what to get everyone's thoughts on this from what you've seen and your experiences.
Does an AI GM with good enough attributes have the ability to see an older player decline? Meaning, can he see that his #2 d-man is rapidly losing Acceleration and Speed and realize "Uh oh, the decline is on". Or does the AI just evaluate their rosters within a box from day to day with no concept of progress or regressing over the course of days or weeks?
I always thought they just viewed it in a box, but now I'm not so sure, as in this past game I've seen signs of certain AI GM's offloading older players before they lose too much value, even if it seems cheap at first. Maybe it's just a coincidence, because man, this latest game with the newest rosters seems to continually throw new surprises my way...
