How do you have your 'forward usage' set in your tactics?

It sounds like it might be set to "just three", which uses only the top three lines.

You should check the TBL Guide that is refered in this post. There's a lot of tips about how to use tactics.
"Overload" option means that only the first line plays. The options are Normal/Just Three/Just Two/Overload which equals to 4lines/3 lines/2 lines/1 line, imho.

I'd say that 'overload' is in a way similar to 'normal', but puts more emphasis on the 1st and 2nd line than the 'normal' setting. With 'overload' your 3rd and 4th line may get ice-time, but only if there are very few stoppages in play or something like that.

hmm so i put both def and off on normal, but i play with unit tactics and the ice time ist like this: 1st 60 sec, 2nd 60 sec, 3rd 40 sec, 4th 20 sec. but at the end of the game ihave ice times similar to this: 1st and 2nd around 26 min each, 3rd and 4th around 4 min each. then i changed the untis ice time to 40 40 30 20, but then i got the same ice times as before (no change). so now i'm wondering hos must i set them so the lines get times like this for example: 1st - 20 min, 2nd - 20 min, 3rd - 15 min, 4th - 5 min.. something like that?
same is for defenders too. first 2 pair get both something like 25 min each and 3rd pair get 10 min (although i put the 3rd pair defs to 3rd and 4th lines).

so is there a way to change these things ?

Well, there's also the special teams. When your first liners also play on the 1st PP unit and 1st SH unit they will obviously log a ton of minutes. Same for defensemen...

well my specials are my firsth 2 lines and i made them to play equally on the specs. so the players from 1st and 2nd should really make similar ice times, but right now the first is making more.

Change the setting to Equal. No matter what, your 4th liners are gonna play less than 1st liners by a significant amount.
