I did a little searching, but didn't find anything on this. My question is, players that are still contracted to inactive teams at the start of a new game, will they be available to sign, or unavailable until their contract runs out? I'm curious to see if there's a point in editing the rosters of teams I made inactive if the players will be available anyway.

They will become free agents.However, you must have their country as either Enhanced or Standard when you start a game. At least I think so

I'm not sure about this one......you could put a star or two on an inactive team, and then start a new game and see if they show up when scouted (i.e. do they show up at all? If so, do they show as contracted to the inactive team? AND if they don't show up immediately, do they show up if you sim ahead to when their contract runs out?)
I suspect the plyers will show in-game, but if they don't show at all maybe try players under age 20 and players with an NHL Release Clause to see if those player types show
I only temporarily place players on inactive teams while moving players around during editing, never had players on inactive teams and played a game...sorry I couldn't be more helpful

Thanks. I noticed when I started that they were free agents. I started with the NHL, AHL & ECHL enhanced, standard and standard and it seemed to be ok. I noticed though that some guys were UFAs who should've been RFAs, but I guess their teams could've released them for some reason.

Having messed a whole bit with the db editor, I've often replaced NHL teams by custom ones, and left the old NHL teams to rot in "A Minor League", with their full roster. The players appear as contracted to their old team, and will remain on the roster until the end of their contracts. However, they are available to sign as free agents right away. I don't know if they show up in scouting though, I never actually played a game in such conditions, but merely tested various things and took a look at those teams at the same time to see how they reacted to the massive downgrade.
As for the enhanced part Manimal states, I can't confirm or infirm. I've always played with the full db loaded.
