This is something I've come across with the playable British leagues and I think it affects other European leagues too: Players are completely unwilling to renew their contracts with their existing teams. Regardless of how much you offer them, they're completely unwilling to sign. This doesn't affect just the top players in a team, but also affects even 4th line/depth players. The players are playing for a team which is appropriate to their talent but they just won't sign (and this includes players with British nationality in the British leagues).

This has a pretty big knock-on effect. In the UK most players are contracted to a single season. So after the first season in game, there is a mass exodus of players because none of them want to sign extensions. This leaves all of the rosters empty and the teams end up signing lesser skilled players in order to fill the gaps.

This may relate to players' Reputation ratings. Apparently if you drop players' Reps to a much lower level then it helps encourage them to sign.

I think this issue may be related to how NHL-centric the game world is. Players with high Reps would sooner sit in free agency for years on end than sign with a non-NHL team - even if other leagues in the world have as high a League Rep as the NHL (or even if the league has a higher League Rep than the NHL). I know Nino and Primis have done a lot of experiments with this and will be able to explain it better than I can.
