I recently got a new laptop and yesterday I downloaded the game. When I click the exe to load the game nothing happens. I'm lost here. Any ideas?

The problem is, that now when I try to start EHM 2007 (I have version 3.0.4), it will not launch. Therefore I can't run "Apply Patch Only". Or play the game, as it's not available from SI. I would gladly download and buy the game again.
I track it through Task Manager, and when I try to start it normally, the ehm2007.exe shows up in "processes" (in task manager), then disappears.
Also ensure that you're running the game with Administrator privileges (see screenshot below). Alternatively, I'd suggest uninstalling, deleting your EHM 2007 installation folder and then reinstalling.
