Re: building a strong team.
For me it depends on 3 factors:
1. What players I currently have (what are my strength and weakness)
2. What players are available
3. Can my team make a decent playoff run now?
But I tend to prefer to have high salary players for my forwards, because I mostly run an offensive game (400 Goal For in my last season).
I also have a big preference for players that can have an impact immediately while still being young in their NHL career (for instance: Nyquist, Toffoli, Fowler, Vatanen, Maatta, etc)
My current recipe for a strong team is a combinaisons of things:
1- Adjust personnel (coaching staff, scouts, assistant GM).. fire and hire, if needed be.
2- Assign Scouts
3- Assign Practices schedule
4- Adjust Team (trades if needed be!)
5- Make lines + units and personal tactics
After these 5 steps, it's important to let your team roll a little to see how well it goes. (Though, I admit, I tend to trade a little bit too much!)

Re: building a strong team.
It depends on your team, but I used an old tactic from 07 which is the RedPlayMover tactic. You need to have a good goalie and a good offensive d-man. You will also need a younger, high stamina, and fit team. It's a completely offensive tactic based on the idea you will score more than your team, out shoot and outchance your opponent 2:1 ratio. It's translated well for the Flames and this iteration of EHM. I believe you can still find it somewhere on the game knowledge forums
How I like to build is draft and develop. I'll turn to trading if I need an extra vet for depth or trading a pending UFA for free agents. Because it is so easy to trade for players, I prefer to develop a team's core and augment it when I see fit. Scouting is important for me as is having coaches with strong attributes in working with young talent

Re: building a strong team.
B....E....S....T Players available, and decent steady tactics that you do not change too much. I usually only change my breakouts, forecheck and occasionally power play alignment offensively about once every 10 games or so.
If I play a team twice in short succession I will switch things up for the second game. SAme in playoffs.
I have had my top end players play all positions. Just depends on what I want to use. And ...although many tell you you need a great goalie in this game....you did not in EHM 2007 I won STanley Cups with guys like a 23 year old Anton Khudobin, 25 year old Eddie LAck (Who in those databases back then was bad), Cory Schneider as a 23 year old and not very good....and some sieve in COlumbus way back when Brule was still considered a prospect, and I developed him into a star....cannot remember who the sieve was...LAlime> Yeah that is it.
I have had strong center ice men, strong dmen,.... and sometimes little puny guys....and still managed to win, even though the puny guys totally sucked in the old EHM (NATHAN GERBE WAYNE SIMMONDS....blech,
