OK, so as a WHL team I draft a foreign player (in this case Ondrej Vala, who DID sign with Kamloops IRL) with a specific entry under his "Information" tab that says: "Aiming to play Canadian major junior hockey"
After the draft I offer Mr Vala a contract.
And that worthy young man, so dreaming of playing in the CHL, rejects it and says (on the contract screen): "...has no interest in negotiating terms because he is concerned about the difference in language and lifestyle."
Ummm, excuse me?!?!
Why, then, does dear Mr. Vala bother to say he wants to play in the CHL? What kind of stupidity is this?!?!?

No, but seriously, there might be a lot of factors that play into this. Maybe he's not overly excited to join your team especially and a team with higher reputation might have better luck in signing him or maybe you didn't offer him the role he expected (i think this has been the case many times when i have tried to poach russian players and offered them the role of a regular player instead of the core role they have wanted) and this might be his way of negotiating a better contract.
Or maybe this is something that has been overlooked by the developers.

I think it has more with his hidden attribute "adaptability" to do.
The game probably gave him a low value in that, which makes him not do well in a foreign country

I guess that would make sense, ambitious players would be more likely to aim at playing in league with a higher reputation.
And furthermore, is it possible to work around the low adaptability by promising a better salary (probably not applicable to the juniors) or a more important role?
I.e. the player is unwilling to move to North America -> you offer him a greater role or more money -> player reconsiders how vast the cultural differences really are.
I tend to play with an NHL team, so this porblem is rare to me, but still a really interesting aspect of the game.

The way my son explained it to me (and he plays junior teams more than I do), is that if you win they'll want to come and play for you. If you lose they'll want to stay home. I doubt it's that simple though.
