College Hockey Signing Question

New to the game and playing with latest beta database for the new season and GM of an NCAA squad (BU). Running into an issue at beginning of November where other teams are beginning to offer to 17-18 year olds currently in juniors (USHL, HS, prep schools, etc) but I can't make an offer to any players unless they are not currently signed by a team, even if they are not an "unrealistic target." So for example there are players on the U-18s or other USHL teams that other schools are offering but I can't. Any suggestions of things I might be missing as far as how to make offers to players or possible causes? Is there a separate way to initiate transfers that I need to be using?

hi, not working yet...we hope that things will be fixed with next database or update. You have to know that Collage league and many other leagues are unlocked by hard working members of this forum so its not official released. Let us all hope that that will be somehow fixed with next database (if that is in any case a data problem). Would love to have good NCAA run myself :)
