I'm sure someone will have more reasons, but the main one's i can think of are:

Reduce staff costs...
Win more games to bring more people to your games...

you have to cut down on staff/star players to continue making money in the regular season in the NHL.

Usually, it goes something like this:

+tons of money (say 30-40 million) in July-August for season tickets
+anywhere from 30 to 60 million from tickets/other things during the season + playoffs (depending on how good you are)
-lose about 100 million over the course of each year (spend to the cap, hire a big network of scouts, good coaches, and 25$ mill to the shareholders

repeat cycle.

Cutting back on the number of scouts is definitely a good idea. If they're not a really good scout, can them and save the money. Plus, doesn't it cost you to send your scouts out to work?

I find that I am often losing money monthly, but as soon as I hit the playoffs, I gain huge amounts every month that, if I can go deep, keep me in the positive cash flow for the year.

It's like in real life. So much of the money made during the year goes toward paying salaries. The playoffs is where the team brings in a lot of profit.
