European GM Question

I have searched the search bar for different things and i have yet been able to find it but I'm at the end of January of my Erie Otters season. Both Sweden and Czech Rep were both regulated at the World juniors but they won their games so they are still at the WJC next season. My question is because i applied for the GM job of Czech Rep and i got the job each tournament that the Czech U-20 team plays in do i get to pick what players are on my roster or just for the WJC that runs from Dec 26th to the 9th of Jan?

you get to pick the players. when i was gm for the U20 Denmark team i used one of my scouts to scout the U20 players for Denmark and it seemed to work for the most part.

What do u do just scout the Dannish leagues for U-20 players.. The hard part im having is I have Michal Neuvirth, Jakub Kovar and Ondrej Pavelec as my goalies. Two of them play in CHL so i cant use them and i need 2 goalies but none of the cze leagues have U-20 goalies how do i get a second goalie?

Is it becuase i did not select Cze league at the beginning when i had to select my start date?
