Natinal team problem

When I get that icon clb next to player in my national team he is unavailable for my games. But I have noticed that AI teams can play with them. Is this a bug? Can I ask the club to let them go for most important matches?

First, AI can't dress them.
Second, there's no way to ask club teams to let their players go on international duty.
