Transfer Funds

I'm having a go playing as Vasteras in the Allsvenskan. The team starts out pretty decent, but we've plateaued around 4th place (on the border of Elitserien relegation). I need some players too boost my roster, however, none of them are available in the open market. Instead, I'm in need of contracted players from other teams. I haven't had a difficult time finding potential players, however, once I find them, I'm unable to acquire them. My board will only allow me to buy a player if I can get him "on a free transfer, or an exchange deal." Now, exchanges seem extremely hard to come by, and when it is available, the other team wants core pieces of my roster in return. So my problem is, my board wont allow me to buy players because they wont give me money.

Currently, we're $250,000 in the green, and $40,000 under the salary budget. I.e. our finances are in good shape. The problem lies with the transfer funds, where I have exactly $0.00 to spend. I've tried requesting funds, but it's grayed out.

The short: My question is, when will I be able to request funds for a team in the Allsvenskan? During the offseason? After we have "X amount" in the green? Does anyone know?
