Board will not allow a salary to match the player's request.
I'm using Lidas' DB. I'm playing the Oilers and I'm having great difficulty signing Linus Omark. He was drafted by the Oilers and is playing in the KHL.
My current salary is 52.8 million. The allowable budget is $59 million and the cap is $57. But, everytime I try to sign Omark, the game says....
Omark wants $2.4 million until 2009 (two years) with a signing bonus of $80k.
Your board will allow a salary of $850K (p/a) for this contract.

So, I can only offer $400k below what Omark is demanding. And hence I can never sign him. I have plenty of budget room. His status is as a "core player" but I've also set it to Key Player and there's no difference. Is there anything I can to sign this guy?
(I've also already made a board demand of more money, and that didn't work either).

That might be it - but Omark is already 22 or so. How long before he is no longer considered a rookie? And is there anything I can do to sign him? From what it sounds like, Omark has no interest in coming from Europe to your team. When you set his status the first time...was it all ##### out instead of having a check box for the status? Did it say he has no interest?
What does it say in the financial part of the contract at the very top? Demand? Not interested? Does not want to negotiate?
If in any of those spots you have that info...Omark will not likely come over. It happens with some of them. Chubarov, Koltsov, and others are like that..

batdad, the problem you're describing is very similar but not quite what the original poster is having problems with (although sometimes it does happen to these players). I'm having the same problem in my game with Vasili Kosechkin (a Russian Goalie in the KHL), he is requesting 1.6 million a year and all I can give him is 1.2 million according to my board, no matter how I change his status (or how much cap/budget I have left) it wont change my board's opinion he is only worth 1.2.
The only times I've ever been able to sign him, is on different games when he has either rejected a KHL contract and become a free agent to whom I have his rights, or when he decides to accept less money because I can give him a good signing bonus.

I'm currently halfway through the 2011-2012 season as GM of the Oilers and I've never been able to sign Omark. He's 27 now and I lost his rights two years ago because I could never sign him. Dynamo keeps resigning him at over $2M/season, so he's never been a UFA either -- no one by Dynamo has ever been able to pick him up.

Ah just checked in my game. He is a UFA for NHL right now (Oilers let his rights go). 25 years old.
He is still subject to Entry Level deal, he is being paid $2 mill at Dynamo. He wants 3.0 mill to come over. NOT ALLOWED to pay that by rule. So....unless you rack up bonuses to over that amount, and he is willing to play for bonuses....he is not coming.

My humble guess : if it doesn't have anything to do with rookie status...

Correct, my feeling is that Omark is quite willing to come over... for the right price. He's attended my training camp on invitation only. He's asking for $1.2 million per season which is quite reasonable considering that the KHL is currently paying him $2 million plus. But for whatever reason, my Board is restricting me from offering more money. I've already changed his status from prospect to core player to key player, and there's no difference in the amount I can offer him. It's very frustrating... The board is restricting you because Omark is still only entitled to an ENTRY LEVEL contract by NHL rules. They cannot offer him more than that. You have to try and make up the difference in bonuses. At some age, the entry level requirement may disappear in the game. It may not...if the game is not set for it. Omark wants big money cause he makes big money and knows he is good. But the NHL will not allow your team to offer more than a standard entry level---which tops off at$890,000 base salary in the game. If bonuses do not work...you are not going to get him unless his demand comes down to entry level.

So then, will I have to wait until he's 26? Before he's no longer an "entry level contract" candidate? Or that I won't be able to qualify him and lose his rights in which case he will be a UFA and available to anyone, but then I could simply outbid everyone else...
Correct? Or would you have a guess at when he would no longer be considered an "entry level contract" candidate?

I am not sure what age it is that he is past Entry Level time, or if there is even an age in the game, as the scenario has never popped up for me. My guess is it is when he becomes an UNRESTRICTED FREE AGENT...when you lose his rights. Then you should be able to offer him a good deal. But so can everyone else.
