Youth / Regen question!

Well I am planning to play as Dinamo Riga in the Russian Superleague, so being a Latvian team I can only have 3 non-latvian players on the roster, which is fine but my problem is this...

How do I make my youth team produce better quality Latvian regens and players? Would putting my youth team in the Russian youth division make them produce better Latvian youth? In real life I think Riga Youth play in both Latvia and Belarus Open league but I can't do that with EHM and also Im sure the Russian youth league on the game would be one of the best anyway?
