Is it possible to turn FoW on mid game?
I've heard of this Blackout add-on, is it actually made? or just an idea?

I don't believe you can change the fog-of-war setting once you've started.
As for a "black-out add-on", I'm not quite sure what you mean...? It doesn't sound familiar. What is it supposed to do?
Are you referring to a set of backgrounds that hides attributes? If so, you can check our downloads section. If it's not there, then you'll have to wait for it to be uploaded, since the downloads section is currently being rebuilt.

Yeah I thought I saw someone mention your name and a blackout add-on which is like the wizard mode.
